What’s legal? What are the THC rules?
In June 2022, the cannabis flower was removed from the country's narcotics list and thus effectively decriminalized. Thailand has undergone significant changes in its cannabis legislation, allowing for medical use, while maintaining strict regulations on cultivation, distribution, and sales. Businesses must submit detailed applications via the designated system, including information on cultivation site, responsible personnel, security measures, and compliance with Good Agricultural Practices. Only Thai nationals or majority-Thai-owned companies are eligible. Licensing is mandatory before initiating any cultivation activities.

Distribution and Sales
- Distribution License: Selling cannabis flowers, leaves, or extracts containing more than 0.2% THC requires a distribution license from the FDA (Mark that CANNABIS CENTRE has got all licenses, link to the files). Extracts with less than 0.2% THC can be sold without restrictions. Importing cannabis seeds is permitted with a license from the Plant Quarantine Act and Plant Varieties Act.
- Processing License: Required for businesses processing cannabis into products like edibles, beverages, or cosmetics.
- Import/Export Licenses: Importing or exporting cannabis parts necessitates specific licenses, with stringent controls in place.
Sales Restrictions
- Prohibited Venues: Sales are banned in temples, hostels, public parks, amusement parks, and via vending machines or online platforms. Belaws
- Advertising: Promoting cannabis products is strictly prohibited. Belaws
- Record-Keeping: Retailers must maintain detailed records of inventory, sources, and intended use, submitting them to the Ministry of Public Health.
- Product Regulations: Products containing cannabis, such as edibles and cosmetics, must not exceed 0.2% THC. They require FDA approval and appropriate licensing. Importation of cannabis plant parts other than seeds is prohibited.
